Summary

Law enforcement officials and political leaders are generally aware of the serious threat corruption poses to government operations and the public at large.

By detecting corruption in its varied forms and manifestations, by prosecuting and disciplining those who have subverted our system of government, and by deterring those who would do so, anti-corruption agencies perform a fundamental, and indeed, essential service for any form of government and its citizens.

Corruption is, by its sheer nature, a secretive, conspiratorial, and sometimes incestuous crime. In my more than four decades as a corruption fighter, I have conducted investigations where the conspirators have all been friends, neighbors, and relatives. In fact, any new members coming into the scheme had to be a family member or close friend. We do not always think of it in this way, but many corruption schemes are set up in ways no different from the manner in which organized crime families operate.

Corruption has the ability to drain the energy out of a society. It can instill a defeatist attitude into the minds of the people, and an absolute, authoritarian mindset in the hearts of corrupt leaders.

I have found that one of the most effective tools in an investigator’s arsenal is the ability to conduct well-planned and professionally executed covert operations. In this audiobook, we are going to discuss what a well-planned and professional undercover operation should be built upon.
