    Mainly seen in bringing stability. During that very time Gopalrao's mentor, Ranade passed away in 1901. In 1902, Gopalrao entered the judiciary.  There were also similar droughts in the countries and poverty was increasing. But the Gangajali head of the Hindustan government was filling up day by day.  

    Gopalraoji explained the hollowness of this Kotikrama in his first speech. He strongly suggested that the tax on the poor people of the country should be reduced as five kothi teachers are left every year after balancing the balance. Among the taxes in these countries, the taxes that fell on the poor were taxes on salt and income. In 1903, the rate of tax on salt was 24 rupees per maund, it was reduced to 2 rupees. Due to the good financial position of this government, this tax was further reduced by Gopal Rao. His excellent work at the council won hearts of many and inspired many as well.
