Poet Gabriel Syme believes in the beauty of order and, as such, is recruited by Scotland Yard to an anti-anarchist police corp. While undercover, Syme meets fellow poet Lucian Gregory, a verse writer devoted to disorder, who introduces him to London’s anarchist underworld. Just as Gregory is to be elected to the central council, Syme’s cover is revealed and he is forced to make a decision that sends the cabal into chaos. In a spirited response to the government's attempt to curtail alcohol sales, Humphrey Pump (called Hump) a pub owner in the fishing village of Pebblewick takes to the road in a donkey cart. Accompanied by Captain Patrick Dalroy, a crimson-haired giant with a tendency to burst into song, Hump provisions the cart with a cask of good rum, a giant round of cheese, and the signpost from his pub, The Flying Inn.

In "The Invisible Man", a murderer manages to get in and out of a house, even though it is under constant observation. In some ways, the story parallels Poe's "The Purloined Letter" but adds its own unique touches, particularly in the character and methods of priest-sleuth Father Brown.

The stories revolve around the same character, Horne Fisher, who uncovers mysteries that he can't bring to the public eye. In the first story, The Face in the Target, Fisher and two other men come across a dead man at a park. The dead man is a political figure, and Fisher realizes that uncovering the truth could lead to political trouble for the city. Although Fisher usually finds out who has killed the victim, the different circumstances regarding the murders in each of the eight stories usually prevent him from taking further action.
