I am a professor of economics, finance, law, and political science at the University of Southern California, in Los Angeles, where I've taught and conducted research for three decades. I have been particularly interested in trying to understand the performance of democratic governments and the governance of corporations. My two two books, For the Many or the Few (2004), mainly for academic audiences, and Let the People Rule (2020), for educated nonacademic readers explore how initiatives and referendums affect government quality. My research has been published in leading journals across the social sciences and received several awards. In addition to my faculty position, I've served as executive director of the Initiative and Referendum Institute (IRI), a nonprofit nonpartisan educational organization, since 2004. IRI tracks ballot propositions across the country, collects and assembles data for research purposes, and holds public events to discuss current issues. My commentary on ballot propositions has appeared in leading print, radio, and TV media outlets. I grew up in Tacoma, Washington, went to college at the University of Washington, earned my PhD in economics at the University Chicago, and have held visiting positions at Caltech, Stanford, UCLA, and the University of Chicago.
